A new ” ” to pre-assess each new legislation and policy initiative. This is the EESC’s proposal to the European Commission in opinion INT/1045, adopted in plenary on 17 January.
✔ Prepared by the Study Group which I chaired, at the request of the Belgian Presidency of the EU Council, it should ensure that any new regulation is not only future-proof and business-friendly but also supports and promotes innovation.
✔ Indeed, regulatory barriers resulting from overly complex rules or fragmented frameworks at the national level make it difficult to launch new projects, increasing costs and risks, especially for smaller companies and start-ups.
✔ Hence the EESC’s proposal for a ‘Stress Test’ based on 10 criteria, in line with the new European Innovation Agenda and the Better Regulation Agenda.
Una nuova “prova di stress europea sull’innovazione” per valutare preventivamente ogni nuova iniziativa legislativa e politica. È quanto il CESE propone alla Commissione europea nel parere INT/1045, adottato in Aula il 17 gennaio.
✔ Elaborata dal gruppo di studio che ho presieduto, su richiesta della Presidenza belga del Consiglio dell’UE, dovrebbe garantire che qualsiasi nuovo regolamento non solo sia adeguato alle esigenze future e favorevole alle imprese, ma sostenga e promuova anche l’innovazione.
✔ Infatti, gli ostacoli normativi derivanti da norme troppo complesse o da quadri frammentati a livello nazionale rendono difficile l’avvio di nuovi progetti, aumentando costi e rischi, soprattutto per le imprese più piccole e le start-up.
✔ Da qui la proposta del CESE di una «prova di stress» basata su 10 criteri, in linea con la nuova agenda europea per l’innovazione e l’agenda per legiferare meglio.
